I’ve recently filed for unemployment and discovered that my former employer had never reported and paid taxes to the State of Pennsylvania.
What type of court can I take my employer to?
I don’t want to hire a expensive lawyer for this as I really don’t need one as all of the facts have been discovered.

None. The primary responsibility to report your income and pay your taxes is yours, not theirs. That’s why the Commonwealth makes you fill out that tax form every year.
That having been said, they can get into trouble with the Commonwealth for not doing the proper reporting and withholding. That could lead to stiff fines, but it won’t help your situation.
I’m not trying to be unsympathetic, just realistic. You should contact the PA Department of Labor and talk it over with them.
